The agency was created in 1977 and operates under the direction of the chief justice of the Supreme Court of Texas, pursuant to Government Code, Chapter 72.

Texas Judicial Council Operates pursuant to Government Code, Chapter 71 -- "The council shall design methods for simplifying judicial procedure, expediting the transaction of judicial business, and correcting faults in or improving the administration of justice. ....
